I need a little more information
stick or automatic?
services history? i.e. last plug change, cap/rotor, wires, valve adjust, timing belts, etc.
egr has no effect on idle, only would if it stuck open and then the car would die at idle if the ports are clear on all cylinders. egr that opens normally but the ports are clogged on could cause misfire on light throttle acceleration.
The iac could be sticking, causing the low idle and surge, the low idle could also just be from a dirty throttle plate and bore. Cleaning these and then setting the idle bypass to proper idle speed usually fixes low idle concerns.
Do not adjust the idle bypass screw with a dirty throttle body.
