Use a screwdriver, not a wrench, and don't remove air filter box
Once I removed the air filter box and could see the adjustment mechanism clearly I realized that it's designed to be adjusted with either a wrench OR a screwdriver. There is a gear-like assembly attached to the head of the bolt, and a slot to insert a screwdriver to engage the gear. Turn the screwdriver and you turn the bolt (and thus raise/lower the headlight beam). Hence the photo showing the screwdriver - duh. If you use a long screwdriver you can reach the slot & gear WITHOUT removing the air filter box.
I didn't need to remove the airbox. I had a LONG screwdriver to reach down there.
