Touring body cladding

I have a 2017 Honda Touring in Basque Red with 17K miles on it and the body work below the doors is getting a dull look to it

has anyone else experienced this or have suggestions?

Is this a sedan or coupe? Also, are you referring to the OEM side skirt, or the actually body panel?

What type of elements has the car been exposed too? Have you begin washing and maintaining the car's finish using wax, sealants, and/or polish?

The problem may easily be resolved with the proper wash, wax, sealant, polish.

Well, first of all, find a better parking spot.

Seriously, if you live in an area that has real winters, the rockers could just be coated in some of that chemical gunk they use nowadays to melt the ice. The crap they use around here doesn't come off with just a wash, I have to take some leveling compound (a very mild polishing compound) each Spring to get the crap off the rear of my car. It took a LOT of work this past Spring so they must have changed what they used in the past. It was never that hard to get it off in the past.

I am talking about a sedan, OEM body side skirt, thanks for the description, I was not sure what to call it

the car is exposed to northeast Ohio winter and I do wash the car often at an automated wash

Yeah, that is not enough to get off the winter ice melt gunk they use nowadays. You will likely need to use a very mild polish and a lot of elbow grease to get it off.
