tweets in a 99 accord ex coupe?

i just noticed that there are 2 cloth mesh areas up near the windsheild on my 99 accord ex coupe. i guess these are tweeters?

do you know anything about them? like is there a factory crossover? are they good? can i replace just the tweets? basically i want to improve my highs and would like to know the best way to do it. i am on a tight budget.
