The left side head lamp is burned out. Can I replace it by removing several fastners from the left front wheel well and peeling back the plastic fender wheel well to access the low beam bulb? Is that the easy way to replace bulb?

yeah, I think so. turn your tires all the way to the right, that will make it easier too

The easy way for me is to take out the battery, just make sure you have the radio code.

Click on "Owner's manuals" on the menu on the left. They will the ask you for the year and then the model. All OM's from 1990 on are available there (.pdf) for free.

I reviewed the Info in my owners manual. It suggests accessing the low beam from the fender well. I damaged the plastic push fastner and the other was missing. So I decided to purchase simular fastners at the local home center. I figured it would be much cheaper that Honda. I was wrong the home center is just a few cents cheaper than Honda. I bought the Phillips 9006 bulb for $10 from out local auto parts store. Now I'm good to go.
