I'm thinking about gluing a PDA pad on the dashboard(MY2005). Does anyone know whether the dashboard surface is painted?

Most of the vinyl and plastic in car interiors is painted or stained.
I would not recommend glue.
I would use 3M dual lock.... I used to sell to police and fire dept's
for mounting items on dash boards and interior panels...

If you did have a problem when removing you could recoat with a
product called SEM vinyl/plastic and carpet paint.
