I spoke to cesar from light werks and he is going to open up my headlights and paint tthe housing black.....he is charging $220....is that a fair price or should i do them myself

His work is absolutely amazing. I would rather pay a bit for to get it done right the first time. Unless you know how to bake the headlights just right without melting any plastic part, open the headlights, prep the surface, paint it black, not smearing anywhere, reseal them properly so they don't develop condensation, all the while making it look like it came from factory, then yes, DIY in that case. Most shops charge $60 an hour.
