I have been wholly unimpressed by the local dealer for servicing my vehicle, but I think that it needs a repair that is covered by a TSB. Can I have my car repaired by an independent mechanic for free under the TSB, or do I have to go to a dealership?

No. Dealer only if you want warranty or goodwill.
A TSB may not necessarily mean the repair is going to be free.
What TSB?

It's for a squeak coming from the engine compartment. I think it may be the timing belt squeak TSB (08-045). I just found the TSB at work today, and my car is currently being held hostage by the dealer to fix 3rd gear (another TSB), so once I get it back, I'll try to pinpoint exactly where the sound is coming from.

This noise, see attached. If your car is still within the 5/60 it should be covered, and even out, should be goodwilled.
It's interesting they have this, intermittently, when my car (an '04) gets really hot, it makes that noise, I can hear it from the driver's seat with the window down when sitting at the bank drive through on Fridays.
