Some Goof Off and a buffer will fix most of that....the missing paint will need a touchup pen though.

I don't know if you got hit at that gas station in the pictures (could tell it was one from the reflection in the hood). Its one of the number one reasons why I pay at the pumps...just so I could get the $(#@ plate if anyone did that to me.
Hope your able to get it fixed. Luckily though it is the bumper and therefore will not rust/rot out on you down the road if not properly fixed.

The second picture looks like the hit-and-runner took out a chunk of the rubberized bumper. Touch up paint isn't going to help. I'd actually suggest sanding the area down, putting a little filler in the area, sanding it smooth with progressively smoother sandpaper, and then then repainting that part of the bumper. My old '94 had the same type of damage, but rather than go through the hassle of sanding and filling, I simply sanded off the rough damage and used touch up paint to camouflage the hit (no reason to spend the money on a full repaint, etc...).
P.S. I hate the hit-and-runners as much as anyone. They seem to happen more in grocery store and mall parking lots than anywhere else. I knew a guy who was so paranoid about his car that he installed one of those cheap 10x camera systems in his front and rear window areas that would start recording to his stereo's hard drive (yes, he installed a removable hard drive) when the alarm went off from an impact.
