If the range of a keyless remote transmitter on a '98 Accord is so short that it won't unlock the door unless it's right next to the window, replace the transmitter battery (it's a CR2025). If this doesn't solve the problem, replace the passenger's multiplex control unit. Control unit replacement is described in S/B 98-062, Trunk Will Not Open With the Remote Transmitter, filed under Body Electrical in your S/B binder. After replacing the control unit, you'll need to reprogram all the transmitters (see page 22-192 of the '98 Accord S/M).
