They are here in VA. If you have HID's installed in a headlamp that did not come with HID's from the factory....car will not pass safety inspection

I think that's what he's trying to get at. Let's say you swapped out your bulbs with 4300K HID's. Unless the inspector knows that A) the Accord uses halogen bulbs and B) there are NO factory trim models with HIDs, then I'd find it hard to believe that they would know, unless you're running 8K bulbs like this guy is.

99.9% of HID setups produced nowadays run on projectors, and so it's unlikely that they'd catch it unless someone's running bulbs that are well off-color, or did a retrofit install that was horrible and looked like a custom/3rd-party product.
