my 86 accord is idling around 2.5-3k and if i even try to drop it below 2 it shuts off.

if it isnt at 2.5k then it shuts off when you break or turn.

all the hoses are plugged up. so it cant be that

I presume it is a carbed engine since you mentioned the hoses are plugged up. Those can be real nightmares to troubleshoot and its been too long since I worked on my carbed 87. When it wont idle it means the idle circuits are plugged up with dirt and need to be cleaned or rebuilt. You might try the 3geez.com forum as they have lots of similar Accords and good help over there.
