I have this same problem with my 08 accord coupe, It's a CPO and I've got 27,xxx miles on the car. My original new car warranty is in february. From my understanding if you buy the car under its new car warranty it is extended to 4 years 48k miles.

I have a black scuff by my right foglight that wont come off, so my question is will they repaint my bumper anyways??

Question: Is your scuff caused by the user or the factory? And can you prove it?

If it's a factory defect, yes. If it's the previous owners doing or yours, maybe, depending upon how much the dealer wants your business in the future. However, in the 2nd scenario, most likely not.
