i have a 2007 Honda Accord, i was wondering if i can put a 18x9.5 without having to roll my fenders.

Is this possible?

If not, what can i do to make it fit?

roll the fenders, you may have to pull the front fenders a bit.

I doubt a 18x9.5 or even a 18x9 is going to fit in the front without running lots of negative camber. They will fit in the rear but you will definitely have to roll the fenders.

I have 18x8 in the front and 18x9 in the rear of my '07 with rolled fenders and 0 degrees camber all around. They sit pretty flush in the wheel well. I am lowered though.

FYI - 18x9.5 is a rim/wheel size, you keep saying tire.

what would be a good offset for my car too? and would you think 18x8.5 would need rolling in the back or front? i really dont want to roll anything

You can't really roll the front because of the fender liners anyway. Since you are at stock height, you might be fine but I can't really say for sure.
