Can my car purchased in NY pass the smog test and be registered in CA? I have searched high and low and couldn't find any information regarding this particular requirement on the 2013 Accord. The stickers under the hood made no mention of California either.

I thought CA gets the PZEV version and everywhere else uses the ULEV version. It'll probably pass smog either way.

I'd call a CA DMV and ask them if you register it. If it's a new vehicle the answer might be no, but I don't know if they actually restrict all new car sales to PZEV or better.

Look at the emissions sticker on the under side of the hood. If it says something along the lines of "This vehicle conforms to all U.S. regulations..... and California regulations.....," then it's 50 state certified.

If there's no mention of California anywhere, then it's only 49-state certified.

Most likely your car is only 49-state. From what I remember reading, the only way to get a California emissions certified Accord is to buy one in California.

Actually several states have adopted CA emissions standards. I know Maryland is one of them since that's where I bought mine and I relocated to CA. Check your window sticker, there should be a line item there that says "CA Emissions" or something along those lines. I don't have my window sticker with me to check.

I found this on the Honda website:

PZEV (Partial Zero-Emission Vehicle) CVT and V-6 models as certified by the California Air Resources Board (CARB) are available in California and states that have adopted California Zero-Emission Vehicle regulations. CVT and V-6 models in non-CARB states and 6MT models in all 50 states are ULEV-2 (Ultra-Low-Emission Vehicle) certified by the California Air Resources Board (CARB).

Is it basically saying that both ULEV and PZEV are certified for California?
