Some valves will be open, some will be closed, depends on piston location of cylinder in question.
In order to do a proper test, the piston of cylinder unter test must be in TDC.

What does the spark plug look like on the offending cylinder?
Any chance that engine is sucking air through bad injector seal? Else you may have to crack open the valve cover and have a looksie in there

I was thinking broken spring or bent valve.
See if you can get the inspection camera into the spark plug opening and see what the cylinder looks like on the inside.
Would stuck or broken piston rings produce same results?
