I have Accord 2015 Navi. I can't disable restrictions while driving.

I want the video to run while I release the hand break, so I did (Menu + Back + Navi) then (Menu) for 5 sec and when I got restrictions option all I got is (B-Can - VSP). the question is can I turn restrictions of on navi version ??

New 2015 HAH Navi owner here. Since you have the same options I do (B-Can - VSP), then you're in the same boat as myself. The Operational Restrictions is tied into the GPS signal coming into the car, so we have to follow this Mod:
