RPM goes up and down when car comes to a stop

Sounds like a bubbles in the cooling system issue. If you put the car in park or neutral and briefly rev the engine to over 2500, does the surging stop for a few seconds (or minutes)? If so, it could be anything from a leaky hose, to the radiator, to a recent coolant change that wasn't fully bled. Coolant goes out, air goes in. Gotta find the leak. And it could easily be so small that coolant isn't collecting anywhere.
