Rotating my tires tonight, I noticed this. Is this normal? It looks like the tube is disconnected from its rightful place and sand/road grime is getting down inside the tube.

So I figured out it is where the fuel filler tubes connect between the gas tank and the filler neck. From this, it looks like maybe a compression clamp is missing that is maybe supposed to go around that foamish cover where the dirt is collecting (part #8)? If anyone has their rear driver tire off sometime soon, let me know what yours looks like. Thanks.

Ok, here's mine. It looks like a rubber impact shield to me. It may be nothing to worry about.

Weird. You would think they would have at least clamped it down so that it wouldn't fill up with road gunk.

That is just an impact shield as Karfreek said. Nothing to worry about. You can put a hose clamp around it if youd like.
