Our 2017 Honda Accord Sport came with (235 / 40 / 19) 19" Factory Spoke Rims.. Winter Months we switch to (225 / 55 / 17) 17" Steel Rims.. I Find that the Winter Tires ride much more smoother ?? My Question , could we use (225 / 55 / 19) on the Summer Tires without chance of the Tires rubbing on the Inner Fenders ??

It's a narrower tire, so if anything you should have more clearance.

That makes sense. The winter tires have more sidewall to absorb impact from the road, hence a smoother/comfortable ride. The trade off with that is reduced handling due to more flex in the tire.

The max diameter your Accord will fit comfortably is 27-inches; 235/55R-19 is pushing 29-inches and won't work. You can bump up to 245/40R-19 but you likely won't see much improvement in terms of comfort.
