Depends on your seating position, but generally, yes
There is a gruve the last inch fits in. It can not go lower. I had to adjust mine, it stuck up like your picture.
Mine sticks up a little too.
I know my drivers side does not wipe correctly even after I had the dealer replace the blade. I think it is a tension problem with the arm

I need to do this. It rained this weekend on my drive out of town and it was almost impossible to see out the window on the sweep back down with the drivers side wiper.Fixed that for you.
