It could be normal. When I put mine on high heat, it seems as though it warms up faster the colder it is. It feels as though it senses cabin temperature and provides a proportional power. It also seems to have a thermostat that cycles power on. On low setting, it does not seem to have the same issue, comes up at a lower power immediately. You could also be having connector issues. I had Volvo 850 and its heated seats needed service about every couple years. So far my 2014 EXL has had no problems.
 
Not sure about 9th gen but on my 8g the "high" setting is interminnent heating cycling between on and off (thermostat) and low is constant, lower heat according to the owner's manual.

I was able to locate a wiring diagram and it seems that the switch controls a relay that send power to the seat. The wiring diagram doesn't show the indicator lights but if they are part of the switch, it could well be that the indicator lights light up when the switch send power to the relay, whether the relay is sending power to the seat or not.

So the question I have now is, does anyone know where the relay for the heated seats is located?
