My 2015 was the same way. However, as far as the exposed insulation just under the wires goes, I went to Walmart and bought some black carpet in the auto section for $9 and cut it to fit over the insulation and then used Velcro on it to hold it to the insulation which covers it up nicely and looks much more finished and less cheap!
 
Not at all unusual.

And if some midget crawls up there and then gives me grief about the wiring in my car looking "cheap", I'll kick him in the nuts.

This is a good inexpensive mod to cover up that exposed foot well insulation. Great idea
 
Honda sure has gone cheap with their newer cars .......

My fuse panel on the 7th Gen is behind a plastic clip in cover, the back of the cover has a diagram listing the function and current rating of the fuses.
 
I have a 2014 Touring and one of the "unadvertised" features is under dash sound deadening covers. I found out when I took my car in for service for an intermittent electrical problem and they were left on the back floor. They are simply plastic covers with a layer of sound deadener somewhat like what was seen in your photo. If the 2016 has the same under dash as the 2014/2015 you're fine. Otherwise check and see if one is available for the 2016. I assume the receptacles that this cover snaps into comes on all models for simplicity. They work because when I took my car home from service it seemed a bit louder. When the dealer snapped them back in the car was a bit quieter - nothing night and day, but still noticeable.

As I recall from another thread, OP has a Touring, so apparently they are not standard on the 2016.
 
Kinda like an 8th gen issue... EX-L cars got the plastic covers.
 
Is the OP's car a 4cyl. Touring?
I ask because the location of the fuse panel in my '13 EX-L is located right above the kick panel,not on the firewall like pictured.It's still coverless,but is hidden a "little" better.:|

It's a Touring, but it looks just like my '16 EX-L...as near as I can tell without standing on my head in the footwell.

That picture was taken with the camera about where my left ankle is when I'm driving, so tell me again exactly why I'm supposed to care what it looks like from that angle?
 
I have a 16 Touring sedan and its fuse panel looks just like the original post. The diagram of fuses is on a label stuck at a right angle to the fuse panel. It's nearly impossible to read in its location. I had to take a picture of it to have any chance of finding a particular fuse.
 
If you really can't read it there, the diagram is also in the owners manual.
True, the owners manual does provide a numerical list of fuses. However, it does not provide a layout of the fuse panel to help you find the fuse. Attached is the rather lousy picture of the label in the drivers footwell I took to help locate fuse 27 (parking lights).

I did online research and believe I found the part. It's #77321-T2F-A01. Called Cover, DR Under. I found it on Honda Parts at Honda Parts Now | Genuine OEM Honda Auto Parts

That's the cover itself. You then need to purchase four fastening clips to hold it on.

That part is shown in the OP's pic,and it does nothing to cover any part of the firewall or fuse panel.I have that panel in my EX-L and it is positioned horizontally up under the dash/steering column area just as pictured in OP's first post.
One person stated previouslly it had a sound deadening affect and quieted things down inside the cabin,I call BS.That thing is completely open sided and if that is actually what it was designed for,IMO would do nothing of the sort.It's there to give a somewhat finished appearance in what would be their(Honda's)upper trim vehicle.
So unless you plan on spending your days looking up under the dash,save your money,or better yet donate it to a worthy cause.
