Ran over a metal bar on the highway

I don't remember if it was for PA or NJ, but I think I remember reading something about how it's against the law to "move over" into the left lane to make room for right-merging traffic...could be wrong though. Unless you're actually using the left lane to pass, you're not supposed to be in it. So just using it to move over and move back isn't really passing I guess.
